The following information is to provide a summary of Council meetings from December 2020 – January 2021 and upcoming activities. Further explanations or details can be obtained by contacting the County Administration Office at 403.882.3211.

Bylaw No. 692-20 The Procedure Bylaw – Council gave Second to Third and Final Reading of Bylaw No. 692-20 The Procedure Bylaw.

Bylaw No. 694-21 The Nomination Deposit Bylaw – Council gave First to Third and Final Readings to Bylaw 694-21 being the Nomination Deposit Bylaw that was amended from the previous Bylaw 693-20 for the acceptance of debit and credit cards in accordance with Ministerial Order No. MSD:103/20 and only in effect for the 2021 election year.

Request for Closure of an Old Road Allowance Right-of-Way - NE 19-38-10 W4 – MOVED by Councillor Wiart the County proceed with the request to cancel an old road plan and closure of the road allowance right-of-way in NE 19-38-10 W4.

Battle River Community Foundation – Donation to Brownfield Recreation Centre – MOVED by Councillor Wiart the correspondence from the Battle River Community Foundation advising of the donation of $1,250.00 to the Brownfield Recreation Centre be received as information and filed.

Clearview Public Schools – School Bus Driver Training Requirements – MOVED by Councillor Elliott the correspondence from the Clearview Public Schools re School Bus Driver Training Requirements be received as information and filed.

Valley Ski Hill – Thank You – MOVED by Councillor Blumhagen the Valley Ski Hill – Thank You correspondence be received as information and filed.

Upcoming Council Meetings – February 2, February 17 (Wednesday), March 2 and March 23, 2021, subject to individual change and commencing at 9:00 a.m. Meetings are open to the public and delegations are always welcome. To request a time allotment, please call the office of the CAO. All requests must clearly identify the reason or purpose of the appointment and follow the guidelines as per Section 21 - Delegations of the County’s Procedure Bylaw 692-20.

HUBER DAM CAMPGROUND CARETAKING OPPORTUNITY

The County of Paintearth is accepting PROPOSALS for the CARETAKING POSITION and responsibilities of Huber Dam Campground for the 2021 season.

The County is also interested in hearing from any campers interested in being a CAMPGROUND HOST at Huber Dam during weekends in the 2021 season.

Contract and job description packages can be found at the County website, along with information on the Campground Host program. ENVIRONMENTAL SERVICES DIRECTOR’S DESK

Public Tender - 2017 Degelman REV 1500 Mower

The County will have for sale this spring a 15’ rotary mower. The mower will be back in the County Yard, located at Hwy 12 & RR 143, in March for viewing. This Unit A-68 Serial No. 1875 has the following options on it: RH and LH walking axles, double acting wing lift for hydraulics, laminated tires, RH and LH guide wheels, toolbox, and a clevis hitch. This machine has approximately 940 hours on it. The service history is available on the mower and other than annual services to the gear boxes, the only repair was to one of the guide wheels where staff replaced the bearings.

Sealed bids on the unit will be accepted until 3:00 pm Monday, March 23, 2021. Please specify the Unit #A-68 on your bid envelope.  A 10% deposit must accompany the tender document to qualify as a valid tender. The deposit shall be by Certified Cheque or Bank Draft. County Council has the authority to accept or reject the highest bid or any tender offered as per policy “Disposal of Equipment”. Strychnine Sales

This will be the last year for 2% Liquid Strychnine Concentrate. Technically the County can sell the product until March 4, 2022 but supply is low and the ASB is anticipating the County will be sold out before then.

To keep you and our employees safe, the sale of strychnine will begin on March 3 with some slight changes due to the ongoing COVID-19 situation. The following conditions will apply:

  1. There is a limited supply
  2. Pickup will be at the County ASB Shop (furthest building to the east in the County Yard)
  3. The product will only be available on Wednesdays and Thursdays BY APPOINTMENT ONLY FROM 8:30 AM UNTIL NOON
  4. To make an appointment, please call the County Administration Office at 403.882.3211
  5. Appointments will be scheduled 15 minutes apart to avoid congestion

Please fill out the digital order form completely before arriving at the ASB Shop. If you cannot access the digital version, one will be provided at the time of pick up. The digital order form is available at www.countypaintearth.ca. PRODUCT CAN NOT BE PICKED UP WITHOUT A COMPLETED FORM.

Product will be sold for $300/case or $12.50/bottle (250 mL). One bottle will treat 1kg of grain (e.g. a 5 gallon or 12kg pail would require 12 bottles). A minimum order of 24 bottles is required to a maximum of 48 (there are 24 bottles/case). Invoices will be sent to the purchaser in lieu of payment at the time of pickup.

Well, 2020 was a year to remember but is now in the rear-view mirror. KUDOS to our front-line workers who have been in harm’s way since this pandemic started. KUDOS to our Firefighters, RCMP and EMTs who have been busier than ever and in harm’s way.

Last and not least, KUDOS to the people who live in the County of Paintearth! You have endured all the required and changing requirements set by the Federal and Provincial governments. You have also shown why we live here; good neighbours, watching out for our kids and we take care of our own. We have set the example how it should be done. We have still some road to travel before this is over but we can do it; we’ve shown we can!!!

UPDATE ON COVID-19

The County Administration Office is committed to providing a safe and healthy work environment for all. Actions taken are to protect and prevent the spread of novel coronavirus in accordance with the recommendations and guidelines from Alberta Health Services.

COUNTY BULLETIN

The County has been reviewing all county services for cost saving measures. The County has been using social media outlets to inform ratepayers of County happenings in a timely manner with the posting of Meeting Highlights following a Council Meeting on Facebook and on the County Website as well as posting News Items and Community Events in the County.

The County is requesting your feedback by calling the office at 403.882.3211 on whether you wish to have the Bulletin continue to be circulated every two months to cut down on budgetary costs.

Construction Pile

The construction piles at Halkirk and Castor were cleaned up and a total of 759.26 metric tons was hauled out. Castor had 577.45mt and Halkirk was 181.81mt. To put it simply, these piles are grossly misused, and we all need to do better to maintain and keep them. Please don’t treat these piles as the “everything” pile.

We have recycling for cardboard, electronics, and bins for garbage (household, plastic, styrofoam). Use them, sort out your loads prior so you can drop the items off on your way to the construction pile. Put the metal in the metal pile, we do get money for it to help off set the cost. If its non-treated and non-painted wood, put it in the burn pile. This will help keep the tonnage down. All these simply little steps will be greatly noticed and help keep PRWM’s biggest expense down, so we can investigate future recycling programs/ideas that will benefit our communities.

Effective Immediately – In an effort to encourage Contractors to haul directly to Waste Connections, the PRWM Board has approved a charge of $75.00 flat rate/per load for construction materials to Contractors “only”. Additionally, Ratepayers and Contractors will now pay $75.00 per load for shingles.

Waste Connections and PRWM have partnered to allow Contractors “only” access throughout the week (Monday to Friday) into the landfill at Coronation with a charge of $40.00 per metric ton. PRWM will supply an access card.
