The following information is to provide a summary of County activities for July 2018. Further explanations or details can be obtained by contacting the County Administration Office at 403.882.3211.

APPOINTMENT OF NEW CHIEF ADMINISTRATIVE OFFICER

Council is pleased to announce that Mr. Michael Simpson has been selected as the new Chief Administrative Officer (CAO) for the County of Paintearth.  He will be assuming his new role and responsibilities on August 13, 2018.

Having spent several years in the area during high school, Mr. Simpson brings a solid background in both the private and public sectors, as well as the intentions of living and raising his children within the County.  Coupled with his passion and desire to excel as an administrator, he is currently pursuing his Certified Local Government Managers (CLGM) designation.  With experience working not only locally, but regionally, Council feels that Mr. Simpson will be a strong asset to administration, the County, and the region.

We wish to thank Mrs. Brenda Hepp and the County staff for all the hard work they have put in over the last several months while the search for a new CAO was conducted following the departure of long serving CAO, Ms. Tarolyn Aaserud.  We are excited about continuing the momentum and we feel that with the addition of Mr. Simpson to the existing senior leadership team, the County of Paintearth will continue to be a municipality of choice.

Please join us in welcoming Mr. Michael Simpson and his family to the community.  We are confident that the County of Paintearth will continue with a progressive administration.

Funding Application, Recreation & Community Service Grants - U19 Provincial Fastball - Softball Alberta - MOVED by Councillor Blumhagen the County of Paintearth No. 18 provides $500.00 to the U19 Provincial Fastball team participating at provincial championships in July 2018 as per County Policy 480 Recreation & Community Service Grants.                       

Funding Application, Recreation & Community Service Grants - Mosquito Baseball Team Coronation - MOVED by Councillor Elliott the County of Paintearth No. 18 provide $500.00 to the Mosquito Baseball Team Coronation who will be participating in provincial play in July 2018 as per County Policy 480 Recreation & Community Service Grants.

Removal of Speed Curves - MOVED by Councillor Blumhagen the County remove the speed curves from the intersection at Rge Rd 130 & Twp Rd 364 and from the intersection at Rge Rd 133 & Twp Rd 372.

Texas Gate Agreement - Karve Energy - MOVED by Councillor Glazier the County authorize the Texas Gate Agreement with Karve Energy for installation of the texas gate between NE 6-39-11 W4 and SE 7-39-11 W4.

Valley Ski Hill Feasibility Study - MOVED by Councillor Norton the County proceed with Option C: Invest in Fixing the Ski Hill and proceed with developing a Business Plan (Phase II) for the Ski Hill conducted by RC Strategies at a cost of $3,780.00 to be cost shared 50/50 with Flagstaff County once a long term land lease agreement has been secured with the landowner.

Offer to Purchase Quarter Section of Land for Gravel Source – MOVED by Councillor Hewitt the County make an Offer to Purchase a Quarter Section of Land for future gravel source and if accepted a legal agreement can then be drawn up by the County’s lawyer.

Brock Rock Contract Extension - MOVED by Councillor Wiart the County extends the current contract with Brock Rock for one year for the supply and delivery of 30,000 tonne of 420 spec ¾ inch road gravel to each of the following stockpile sites (Castor Colony site and Roland site) in 2019 to be funded by a debenture at a cost of $741,900.00.

Drainage Issue on Private Land - MOVED by Councillor Elliott the County advise the landowner that it is not within County policy to engage in water drainage on private land.

Upcoming Meetings - Council Meetings - August 14, 2018, September 11, 2018, October 2, 2018, October 16, 2018, November 6, November 27, 2018 and December 11, 2018 commencing at 9:00 a.m. and are always open to the public. Delegations are always welcome. To request a time allotment, please call the office of the CAO. All requests must clearly identify the reason or purpose of the appointment and follow the guidelines as per Section 20 - Delegations of the County’s Procedure Bylaw 660-18.

Intermunicipal Development Plan: For those residents in the North East corner of the County bordering up against the MD of Provost, we are working with the MD in developing an Intermunicipal Development Plan for lands within one mile of the border.  This is a Provincial Government requirement, and we’ve mailed out directly to landowners and have posted the draft document online.  Please have a look at it and provide thoughts and feedback to the Development Officer.  For those in other County border areas (Flagstaff, Stettler, Special Areas) we will be completing the same so feel free to have a look at this draft and consider the similar content being applied in your area…. those draft plans will also be coming in the future.  Thank you.

From the Director of Emergency Management: A thank you to all residents who submitted their emergency farm planning questionnaire that went out with the tax notices!  A reminder to those who may have not yet completed and submitted, the information is only for your benefit should the County be faced with an emergency that impacts your property and family residence – we hope to never use the info, but in the event of a major disaster, your information would be of great assistance. And a note on that effect, Paintearth Gas Co-op has noted to us in our emergency debrief of the Oct 2 snowstorm, that they would like to get the cell numbers of their customers in order to be better able to serve them. We are unable to provide them with this information that was given to us, but recommend you contact their office (403.882.3974) with your cell number.  Thank you.

YOU’RE INVITED TO AN OPEN HOUSE: Tuesday, August 14, 2018 from 1-2:00 p.m. at the County Office on the Intermunicipal Development Plan between the MD of Provost and the County of Paintearth No. 18.  The document can be viewed on the County Website or a copy will be available for pickup at the County Office.


REMINDER
SPEED RESTRICTIONS WITHIN THE COUNTY

The following are the speed restrictions throughout the County as adopted in the County of Paintearth’s Bylaw 657-17, on November 7, 2017.

  1. The maximum speed limit posted for all vehicles travelling within Brownfield, Federal and Fleet is forty (40) kilometers.
  2. The speed limit of fifty (50) kilometers be posted for all vehicles travelling on Twp Rd 374 from Highway 12 to Highway 36 and North of Highway 12 on Rge Rd 160 for approximately one (1) kilometer.
  3. The speed limit of sixty (60) kilometers be posted from Twp Rd 370 from Secondary Highway 872 to the Landfill.
  4. The speed limit of one hundred (100) kilometers be posted for all vehicles travelling on the Lake Thelma (Twp Rd 352 from Highway 36 to Secondary Highway 872), South Castor (South Castor on Rge Rd 142 to Twp Rd 372) and Short Cut (Twp Rd 372 from Rge Rd 142 to Rge Rd 145) Roads within the County of Paintearth No. 18.
  5. The speed limit on the paved road off of SH 855 to Halkirk be set at seventy (70) kilometers then down to fifty (50) kilometers at the transfer station to the entrance of Halkirk.
  6. The speed limit of eighty (80) kilometers be for all vehicles travelling on all other roads within the County of Paintearth No. 18.
  7. Any person(s) who exceeds the aforementioned speed limits shall, upon summary convection, be liable to a fine not exceeding five hundred ($500.00) dollars or, in default of payment, to imprisonment for a term not exceeding six (6) months.
  8. The speed limit of thirty (30) kilometers be posted for all school zones within the County of Paintearth No. 18.

Fridges and Freezers

Fridges and Freezers are accepted at all of our transfer stations. There is no charge for bringing them to the sites. We do ask that all food stuffs be removed from the appliance before it is brought in. We also request that you do not cut the freon lines, as this allows the freon to escape into the atmosphere creating damage to the earth’s ozone layer. The Attendants will direct you where to place the appliance at the sites.

Sorting Garbage/Metals

We continue to see metals being put into the household garbage bins. The metal ranges from angle iron, small appliances and a host of other metals. Please sort your garbage prior to coming out to the sites. The Attendants are more than happy to direct you to where metals are to be placed. Any metals placed in the household garbage bins can cause damage to the pickup truck which may result in regular pickups being delayed.
