2017 Municipal Election

The following information is to provide a summary of County activities. Further explanations or details can be obtained by contacting the County Administration Office at 403.882.3211.

Recreation Funding Requests - Council received five applications for funding assistance under the Recreation & Community Service Grants program. The following teams each received $500.00 for participating in provincial play; Mosquito “A” Baseball Provincials, Coronation Steelers U16 Girls Softball, Coronation Mosquito Royals Baseball Provincials, U19 Girls Softball and Coronation Bantam “A” Provincial Baseball.

Coronation RCMP Detachment - Sgt. D. McGunigal reviewed the first quarter statistics with Council. To date, 93 traffic tickets were issued (last year’s total 281), 1 DUI (last year’s total 3), 25 property crime B&E and thefts (last year’s total 132) and 1 drug enforcement (last year’s total 4). Alberta Transportation has conditional enhanced funding available for Check Stop programs.

Sgt. McGunigal advised the plans to renovate the Coronation Detachment have been cancelled and the detachment will be in queue for a new building. He also gave a brief update on human resources at the detachment. T. Hewitt moved to approve the additional budget of $2,920.00 for an additional 3 hours per week for administration staff at the detachment.

RFD - Tax Agreement - Tax Rolls 46001120, 46001121, 70004050, 70004060, 70004070, 70009240 and 70011380 were recently acquired by a new company. These properties had an overdue tax arrears balance of $85,695.79 including the 2016 penalties. When the purchase took place the new owner received a court order stating that they are not responsible to pay any taxes on these properties that were in arrears. R. Dahmer moved the request from this company be denied and that the County will accept monthly payments after the taxes are paid up-to-date.

RFD - Letter to Alberta Energy Regulator - Council was advised of the increase from the industry regarding paying arrear taxes on the properties that they have been purchasing. B. Bunbury moved Administration recommends Council send a letter to the Alberta Energy Regulator stating our concerns with issuing these licenses free and clear and to express their concern of the burden they are placing on our municipality and our other ratepayers.

Blumhagen moved that a Resolution be put forward at the AAMDC on concerns with issuing these licenses free and clear and the burden they are placing on the municipality and ratepayers.

Request - Halkirk Rodeo/Recreation Grounds - Council received a request from the Halkirk Elks for the County to gravel the roads within the rodeo/recreation grounds as they are in need of gravel.  D. Blumhagen moved the County provide ¾” gravel, to a maximum cost of $3,500.00, for the roads at the Halkirk rodeo/recreation grounds with funding used from Restricted Surplus.

Brownfield Waterline - Council received and discussed a copy of the memo from Stantec outlining two options for Council’s consideration of a water line to Brownfield. Option 1 – SMRWSC Line connects to the SMRWSC system directly and would require the construction of a metering station. Option 2 – Paintearth Line would have the line connect to a water transmission line stub installed as part of a joint project between the County of Paintearth and the Town of Coronation under the Building Canada Fund several years ago.

Hewitt moved to accept Option 2, as per the memo and correspondence, attached to and forming part of these Minutes, provided by Stantec Engineering regarding the Shirley McClellan Regional Water Services Commission Coronation to Brownfield line options.

Brownfield Waste Water - Director of Environmental Services, J. Cosens explained the two options for Council’s consideration received from Lambourne Environmental Ltd.  One option is for Brownfield Sludge Extraction and Dewatering Proposal to remove and dewater the bio solids from the single cell at the Hamlet of Brownfield. The other option is for Sludge Extraction and Land Spreading Proposal to de-sludge the wastewater lagoon at the Hamlet of Brownfield and land spread the material to farmland. The total cost for each proposal was $30,300.00.

Blumhagen moved to accept the Sludge Extraction and Land Spreading Proposal at the Hamlet of Brownfield from Lambourne Environmental Ltd. at a cost of $30,300.00.Upcoming

SORTING GARBAGE - We see a lot of waste materials being placed in the regular garbage bins, such as metals, electronics, cardboard, paint, and electronics. The sites which have demolition and burning areas, we see bagged household garbage, propane tanks, metals and recyclables in those areas. The problem is that these are safety issues for the operators or the wrong material placed in garbage bin could cause equipment damage.  It is very important that your garbage is sorted before you bring it to the transfer stations. It saves time and you know the materials are going into the right areas for proper disposal or recycling. Please ask the Attendant who is more than willing to help you if you are unsure where to put materials.

STYROFOAM - Styrofoam in any form is not a recyclable product. Please do not put any type of styrofoam materials into the recycling bins. All styrofoam should be placed in the regular garbage bins.

TIRE RECYCLING - All types of tires are accepted at the three transfer stations. We take passenger and light truck tires, large truck and implement tires, as well as tires with rims. The tires are separated for easier handling by the recycler, so please place the tires in the proper area.
